Jodi Fenner is a Director within Elevance Health’s Specialty Programs and Populations organization with 7 years’ experience in product development and management for IDD, LTSS and Foster Care Medicaid managed care programs. She has worked with providers, individuals with disabilities and their families and caregivers to enhance program content and accessibility, as well as led multiple initiatives to address direct support workforce and supports delivery challenges. She previously served for almost 7 years as a state IDD director responsible for systems redesign and comprehensive oversight of both ICF and HCBS services to achieve compliance with a U.S. Department of Justice settlement agreement, CMS recertification for a defunded ICF, implementation of conflict-free case management, and HCBS waiver modernization to increase employment and address rate methodologies and settings rule requirements. Prior to that, Jodi served as the Nebraska Department of Health and Human Services chief legal counsel. She graduated from the from the University of Nebraska College of Law, completed a certification program for school administrators at Oklahoma State University, and has a bachelor’s degree in business from Oklahoma City University.
