Courtney Cantrell, Ph.D.

Dr. Cantrell is the North Carolina Client Advisor for Care Management Technologies/Relias Learning. She recently led the Division of Mental Health, Developmental Disabilities and Substance Abuse Services as Senior Director, where she promoted centering policy decisions around those served by the system, ensured the consideration of both physical and behavioral health issues in plans for system improvements, emphasized the importance of data-based decision-making, and strove to develop a culture of transparency and collaboration with stakeholders. Her other roles at the NC Department of Health and Human Services included Policy Advisor for Integrated are, working on Medicaid reform efforts, and Assistant Director for Behavioral Health at the Division of Medical Assistance (Medicaid). Dr. Cantrell is a clinical psychologist with a doctorate from Florida State University. A veteran of the U.S. Air Force, Dr. Cantrell moved to North Carolina to continue her career in integrated care at AccessCare (Medicaid Primary Care Case Management) where she facilitated integrated care partnerships with the LME-MCOs. Dr. Cantrell has been particularly active in integrated care, and she believes that both population health data and the sharing of clinical data are essential to integrating and therefore increasing the quality of healthcare.
